Perform, Achieve and Trade (PAT) scheme to be notified soon - Bureau of Energy Efficiency - The Hindu, 26 Aug 2011.
The government would notify in two to four weeks the Perform Achieve and Trade (PAT) scheme, making it mandatory for 477 high energy consumption units to reduce energy consumption and meet the targets set in this regard by the Bureau of Energy Efficiency (BEE) by 2014-15.
Disclosing this to reporters on the sidelines of a CII-organised function to present awards to units for implementing energy efficiency measures here on Thursday, Director-General, BEE, Ajay Mathur, said the draft notification was currently with the Union Law Ministry which was vetting it. Once notified, it would be mandatory for the 477 units to meet reduction targets under the Energy Conservation Act. These units together use 35 per cent of the total energy consumption in the country.
He said that the units which achieve more than the target set would be given Energy Saving Certificates which could be traded by them with industries which failed to comply in meeting the targets. He said that all the large industries in various sectors including cement, fertilizers, and steel would be covered under PAT scheme.
He said BEE introduced a voluntary programme for laptops and mobile phones to have a BEE endorsement label for efficient use of energy. It was also planning to make it mandatory for TVs, water heaters, and geysers to have BEE labelling when such products account for more than 50 per cent of those sold in the market. He presented ‘Excellent Energy Efficient Unit' awards to 21 companies and ‘Energy Efficient Unit' awards to 20 other industries. He also gave away awards for innovative energy saving and most innovative energy saving product/service.
Chairman, Energy Efficiency Council, Naushad Forbes, L.S. Ganapati, Chairman National Award for Excellence in Energy Management, 2011 and D.V. Manohar, former Chairman, CII, Andhra Pradesh also spoke.
